Erik van Raaij, professor of Purchasing and Supply Management in Healthcare at Rotterdam School of Management, Erasmus University (RSM) and the Institute of Health Policy and Management (iBMG) at Erasmus University, will deliver his inaugural address Purchasing Value - Purchasing and Supply Management’s Contribution to Health Service Performance on 14 October 2016. Professor Van Raaij will argue that a high level of purchasing maturity is needed, especially in purchasing of care. Purchasing of care and purchasing for care should both be oriented towards achieving the best value for the patient, which means best possible health outcomes per euro spent.

Purchasing of care

The health sector forms a large and growing part of GDP across the globe. In an effort to manage the costs, but also to improve the quality and accessibility of healthcare, many governments have introduced a purchaser-provider split in the healthcare system. Financers of care such as local governments, employers and health insurers take the role of healthcare purchasers: they select healthcare providers, contract providers and manage buyer-supplier relationships with these contracted providers. Van Raaij defines this as the purchasing of care.

Purchasing for care

At the same time, purchasing for care takes place. Healthcare providers, such as hospitals, clinics, and family doctors need to select and contract suppliers of clinical and non-clinical goods and services, and manage relationships with these suppliers.

Both types of purchasing and supply management in healthcare need to be executed professionally in order for a healthcare system to remain financially sustainable.

Perspective of the end consumer

Van Raaij argues that in healthcare high-maturity purchasing should always start from the perspective of the end customer, the patient. Purchasing of care and purchasing for care should both be oriented towards achieving the best value for the patient. Currently, purchasing and supply management in healthcare is characterised by low trust between actors. Van Raaij argues that insurers, municipalities, healthcare providers and suppliers should change this into a positive-sum game based on trust between partners. In a more cooperative environment, purchasing can help realise the best patient outcomes with supplier-partners at the most favourable conditions.

Van Raaij was appointed professor of Purchasing and Supply Management in Healthcare - endowed by the Erasmus Trust Fund on 1 March 2016.

The inaugural address

The inaugural address will take place on Friday, 14 October 2016 and is open to the public. The ceremony will start at 16:00 in the Auditorium of the Erasmus Building on Woudestein campus, Burgemeester Oudlaan 50 in Rotterdam. The reception will take place at 16:45 in the same building.
