According to Martin de Bree, a researcher at RSM, Erasmus University, the separation between policy and implementation must be discarded. He proposes that laws must be designed in an open process with the mobilisation and deployment of expertise. In addition, the government must serve as the director. The legislator can use the expertise to continuously monitor and redesign laws. As a result, criticism is no threat, but it can be considered crucial information to create increasingly better policies and laws.
