Dr Martin de Bree and Dr Annemiek Stoopendaal win VIDE Publication Award 2018

Dr Martin de Bree of Rotterdam School of Management, Erasmus University (RSM) and Dr Annemiek Stoopendaal of Erasmus School of Health & Policy Management were awarded the publication price by VIDE on 17 January 2019. VIDE is the Dutch association of supervisors, law enforcers, inspectors and evaluators. The article that was awarded, De- and Recoupling and Public Regulation describes how public inspectors can assess the level of self-assurance of quality and compliance within a regulated organisation. Furthermore, the article demonstrates that this way of inspecting stimulates organisations to improve this assurance resulting in an improved performance.  



The impact of system-based regulation

A common and growing problem in modern regulation is that the public regulator lacks the capacity and knowledge to inspect companies. The traditional technical challenge (does the company comply?) is changing into a social challenge (how can we know that compliance is assured?). Dr De Bree and Dr Stoopendaal studied the impact of system-based regulation (SBR) on a regulated organisation.

Their findings indicate that SBR is an effective strategy to check whether the goal, management system, daily practice and final outcome of a company are consistent. Also, by articulating the findings of an SBR inspection to the company, the company is encouraged to close any gaps between these four layers. In this way, compliance assurance is improved.

Dr De Bree: “In our article we demonstrate that SBR can be very effective because of its leverage to increase compliance assurance and risk management instead of dealing with non-compliances case by case. So it is not surprising that SBR has demonstrated its value in several industries varying from health care to environment and safety.”

Implementation is a challenge

Implementation of SBR may be challenging, because it requires thorough understanding of the approach throughout the agency applying it. In addition, SBR requires additional competencies of inspectors for they will have to be able to assess the design and implementation of management systems, governance and corporate culture. Dr De Bree: ”If applied under the right conditions, SBR can be an interesting way to benefit from the vast potential for self-regulation in a world of decreasing agency budgets and growing complexity.”

VIDE is the Dutch association of supervisors, law enforcers, inspectors and evaluators. There were 22 contenders for the award, and 3 nominees. The jury called the De Bree and Dr Stoopendaal’s research article: “scientifically of high quality, original and imaginative.”
