Citizen collectives, groups of citizens working together for the common good, have been on the rise in the past fifteen years. However, research by Institutions for Collective Action has found that these collectives often operate independently and don't collaborate as much as they could, missing opportunities for shared learning. Furthermore, they tend to look to the government for support and don't feel responsible for filling gaps left by the government, leading to skepticism and a lack of recognition from both sides.
