Dr Yashar Ghiassi-Farrokhfal, associate professor in the Department of Technology and Operations Management at Rotterdam School of Management, Erasmus University (RSM) and scientific lead of the Centre for Energy Systems Intelligence (CESI), will head up the contribution of Erasmus University Rotterdam (EUR) for HOMEPEDS, a newly funded international research project from the Driving Urban Transitions (DUT) programme, under the Dutch Research Council (NWO). This three-year project has a budget of approximately €1.4 million and brings together partners from Sweden, Denmark, the Netherlands and Poland. HOMEPEDS – Home-oriented models for equitable positive energy districts in social housing – aims to help social housing neighbourhoods reduce emissions and household energy costs, while protecting affordability and ensuring the residents can share fairly in the benefits.

Erasmus leading policy, economics and governance research

Dr Ghiassi-Farrokhfal is working with RSM colleague Prof. Ting Li along with Doctors Jehum Cho and Ece Karakoyun, both from the Econometrics Institute at the Erasmus School of Economics.

Approximately €300,000 has been allocated to the RSM-Erasmus team, which will lead the three-year HOMEPEDS project in its policy, economics and governance. These funds will also support postdoctoral research to help the team accomplish the work on this challenging project. Cooperating colleagues at the university will examine regulatory barriers, energy poverty and ways to distribute renovation costs and energy savings fairly.

Working with municipalities and beyond

Key partners in the HOMEPEDS project include the municipalities of Rotterdam and The Hague. In their work with both Dutch municipalities, Dr Ghiassi-Farrokhfal, Prof. Li and the Erasmus team will connect their research to local housing and energy challenges. Their findings will help the team to explore practical approaches with residents and housing stakeholders. It is a collaboration that will help the team to assess how different municipal and housing delivery models can support an inclusive energy transition.

The HOMEPEDS project brings together partners from Sweden, Denmark, the Netherlands and Poland and combines data from energy-efficient building renovation and cleaner district heating with financing models that protect residents from rent-driven displacement. Fair benefit sharing and resident participation in energy communities is the goal. By providing an open-source decision support toolbox, the RSM EUR team aims to help municipalities and housing providers to compare options and assess their environmental, financial and social impacts.
